    You could try to use Joomla, its free anda great base to manage websites...Or you could also use Dreamweaver...

    depdends on what site you are building mate but people general use a combination of photoshop cs2 and dreamweaver for coding

    Its called notepad. Go on, make it properly and learn HTML CSS and thats about it really. Can't say about graphic design becouse I relly can't do that.

    If you got minimal experience in web designing you can just go to:

    http://www.clantemplates.com
    http://www.freewebtemplates.com

    and download a free template. Then you can just open it for example
    Dreamweaver and edit your site. Easy and the result can be quite nice

    I mostly used Dreamweaver for coding and design the layout. nvu is nice, but as far as i know, it won't edit a php file.
    Don't forget to visit www.csszengarden.com for css examples, they're neat!
