Yep that is doubtful unless MS feel like branching out the Forza series to PC also which wouldn't be a bad thing to be fair. Also even though it may be 360 only it is still a competitor to the TDU series as I believe the 360 is the better selling format for the game(s) so they would need to step up in order to keep people buying it on the 360 which in turn benefits the other formats and of course is good for us the players.

However being Atari it's hard to know if they would even fathom this and would instead continue to go the route of less driving MORE crap!

Yes. It will be for X360 only of course.
I don't know if it is better to steal an X360 from some shop, or just watch youtube videos.

Interestingly there are musings that Forza Horizon could be the farewell Forza to the 360 as Forza 5 may be a launch title for the next Xbox in 2013 due to the whole 2 years between main Forza Motorsport titles.

Judging from the different locations shown in the video (North American desert, what looks like the London Eye, etc.) I doubt it's going to be free roam. I'd say it might be something along the lines of Project Gotham Racing, with closed circuits set in diverse environments and possibly more arcade-like physics than in the previous Forza titles.

Why use the Forza name when you have the PGR name which would describe exactly what you said. Not saying you are wrong but it would seem strange for Microsoft to have 2 of their namesakes doing the exact same thing.
