    Why i see every time im free roaming only 2 or 4 people driving ??
    Is this normal ... or is there something wrong..

    Nono, that's normal. You'll only ever see 8 people at one time, but if you go to hotspots like the lighthouse in the north west or the city and area around the crater then plenty of people are usually around.
